With thousands of tools out there it's not easy to find free efficient tools to manage your Twitter followers. But with around two experience using multiple Twitter accounts I think I can point out a service or two that will help you manage your Twitter account. Below are some tools I personally use to manage my Twitter followers and most importantly they are free.
Tweepular - One of the best free tools to manage your Twitter account and will definitely going to save you a lot of time. Colorful but very easy to use interface makes navigating and analysing your followers very easy. You can easily view who you are following but not following you back , you can view who are following you without you following them and you can even sort them according to the follower count , when they last updated etc. This way you can get rid of inactive members and reduce your following numbers. Definitely one tool that helps you do most of the work easily and efficiently.
Huitter - Tweepular pretty much has every option you need to manage your Twitter followers. But if you are not looking for advanced details and just want to unfollow everyone who is not following you then Huitter is a good choice. It has an exclude list and you can even follow everyone who you are not following but following you.
